These three tools get used together constantly and understood separately rarely. The result is accounts where Google Ads reports conversions GA4 cannot see, GTM fires tags nobody audited, and nobody trusts any of the numbers. Here is how they actually fit.

The single most common structural mistake: importing GA4 conversions into Google Ads and also having native Google Ads conversion tags firing. You then double-count, bidding optimises on inflated data, and your cost per conversion looks artificially cheap. Pick one source per conversion action.
The setup, in order
1. GTM container and consent basics
1Create a web container and install the two snippets in <head> and after <body>.
2Set up a Data Layer if your site can push structured events — ecommerce especially.
3Configure Consent Mode v2 if you serve any EU traffic. For India-only traffic this is optional, but implementing it now costs nothing and avoids retrofitting.
4Create a Preview environment and use it. Publishing untested containers is how tracking silently breaks.
2. GA4 through GTM
1Create a GA4 property and a Web data stream, and note the Measurement ID.
2Add a Google Tag in GTM firing on All Pages with that Measurement ID.
3Enable Enhanced Measurement for scrolls, outbound clicks and file downloads — free signal requiring no configuration.
4Create custom events for what actually matters: form submissions, WhatsApp clicks, phone clicks, syllabus downloads, checkout steps.
5Mark the commercially meaningful ones as Key Events in GA4 Admin. Until you do, GA4 records them as ordinary events and they will not import as conversions.
3. Google Ads conversion tracking
1In Google Ads, open Goals then Conversions, and create a conversion action for each outcome you will bid on.
2Choose the source deliberately: either the Google Ads tag through GTM, or import from GA4 — never both for the same action.
3Set the conversion window to match your real sales cycle. Education and B2B in India frequently close in 14–30 days; a 7-day window truncates genuine conversions.
4Assign values. Even estimated values let Smart Bidding optimise for revenue rather than volume, which is almost always better.
5Set Primary versus Secondary correctly. Only Primary actions influence bidding. Micro-conversions belong in Secondary.
4. Enhanced conversions
This is the highest-return item on the list and the most frequently skipped. Enhanced conversions send hashed first-party data — email, phone — alongside the conversion, recovering attribution that cookie restrictions would otherwise lose.

—Implement through GTM using the user-provided data variable, or server-side
—For India, prioritise phone — more customers provide a mobile number than an email address
5. Link the accounts properly
1Link Google Ads and GA4 in GA4 Admin under Product Links.
2Enable auto-tagging in Google Ads so GCLID is appended — without it, GA4 cannot attribute Google Ads traffic correctly.
3Import Google Ads cost data into GA4 so you can see spend alongside behaviour.
4Do not rely on UTM parameters for Google Ads. Auto-tagging is more reliable and manual UTMs frequently overwrite it.
Offline conversion import: essential for India
If your sale closes on a phone call or over WhatsApp, Google is optimising towards form-fillers rather than buyers. Offline conversion import fixes that, and very few Indian advertisers do it.
1Capture GCLID at form submission. Store it as a hidden field alongside the lead in your CRM or sheet.
2Record the outcome when the lead closes — date, value, and the GCLID.
3Upload weekly via Google Ads offline conversion import, or automate it through the API.
4Once volume allows, bid on the offline action rather than the form fill.
For a Careers Ninza-type business — enquiry on WhatsApp, counselling call, then enrolment — this is the difference between Google finding people who submit forms and Google finding people who actually pay. It is more consequential than any keyword or bidding change.
Six reporting mistakes
—Comparing Google Ads and GA4 conversion counts. They use different attribution models and windows. They will never match, and chasing that is wasted effort.
—Mixing brand and non-brand in one campaign. Brand search converts cheaply and masks non-brand performance entirely.
—Judging on last-click only. GA4’s attribution comparison exists for a reason. Last-click systematically undervalues upper-funnel activity.
—Counting all form fills as conversions. Without lead quality data you optimise towards volume, and volume in Indian lead gen includes a large share of unqualified enquiries.
—Ignoring the search terms report. Performance Max and broad match both need weekly negative keyword mining. Skipping it is how budget leaks quietly.
—No conversion value. Without values, Smart Bidding treats a ₹5,999 workshop enquiry and a ₹49,999 program enquiry identically.
A monthly audit checklist
1Do all conversion actions still show recent conversions? A silent tracking break is common after site changes.
2Is any conversion action double-counting from two sources?
3Is Enhanced Conversions still reporting a healthy match rate?
4Are offline conversions uploading on schedule?
5Has the search terms report produced new negatives?
6Does GA4 attribution agree directionally with your own sales data?
